Water management is a critical issue in Texas, and stronger regulations and oversight are sorely needed to ensure the responsible and sustainable use of this precious resource. Industry experts at the recent Permian Basin Water in Energy Conference highlighted the importance of a robust regulatory framework that can keep pace with advances in water treatment and reuse technologies. As Stephen Robertson of the Permian Basin Petroleum Association pointed out, clear and effective permitting processes are key to supporting the commercial development of new water projects while balancing important land use considerations. Experienced regulators like Charles Maguire, who has worked at both the federal EPA and state agencies in Texas and Oklahoma, emphasized the value of constructive dialogue and collaboration between industry and regulators in crafting sound policies. Building those positive relationships helps ensure important questions get asked and answered. Other officials, like TCEQ Commissioner Catarina Gonzales, echoed the need for open lines of communication, especially as her agency takes on expanded responsibilities over certain oil and gas activities like wastewater discharge permitting. As the Texas legislature considers major funding requests from the Railroad Commission and TCEQ this session for priorities like orphaned well plugging and increased staffing, it's clear that strong, well-resourced oversight must be a top priority.
